Rankings
Product rankings on system, city, ZIP and lookup pages are produced by the matching engine from certification records, flagged contaminants, and annual cost. Commission rates are not an input to the score. Ties are broken by first-year cost of ownership, then by a fixed offer priority order (direct program, then network, then Amazon) that applies to every product the same way.
